dc.description.abstractDecentralisation is the most common concept used in Zimbabwe to describe the relations between the centre and the local communities. Whether this is the most appropriate mode to capture these intricate relations is not the issue. Rather, it is the exposition of the concrete objectives behind the evolution of centre-local relations from 1980 in Zimbabwe, incorporating both the macro and micro actors and their interaction, that is the problem.-
