Abstract: | In this paper we are concerned only with the communal tenure system with particular reference to overgrazing in the communal areas. Evidence from many sources indicate that the communal area rangelands are overgrazed and hence degraded (Chigaru 1984; Ndlovu 1990; Clatworthy et. al. 1985; Rukuni 1985; Murombedzi 1990) and there is immediate heed to formulate policies that will enable efficient and sustainable grazing use. Hence the purpose of this paper is to suggest policies that can be used for effective communal area grazing management and their implications on efficiency, sustainability, equity, and food security. |
