dc.description.abstractThis research is focused on the monitoring and evaluation systems used by local authorities in Zimbabwe . The Government of Zimbabwe has a policy document i n place that highlights the use of monitoring and evaluation tools in the public sector. The major issue at hand is why there is still poor performance of local authorities when tools for performance have been developed. The research assessed whether these monitoring and evaluation systems have been adequate in enhancing organisational performance. The research used purposive sampling in selecting key respondents where a case study approach was used. Data was gathered through document study as well as semi-structured interviews. Though the pol icy on monitoring and evaluation provides an institutional set up for monitoring and evaluation, the research revealed that local authorities are facing challenges in building monitoring and evaluation systems due to technical and financial challenges. research findings demonstrated that although monitoring and evaluation was being practised in local authorities, it Jacked requisite supporting elements that are necessary according to best practices. It is insight of these observations that recommendations were based on. The study promotes the capacity building of local authorities so that there can be improved monitoring and evaluation practices.en_ZW
