dc.description.abstract State participation in the economic sector, for example, in areas of production, trading and the provision of public utility services is rapidly growing in this country as the Government wrestles with a large number of economic problems. These economic problems largely emanate from under development and uneven distribution of the country ’ s economic activities resulting from the policies of the previous regimes. These regimes created an undesirable dichotomy in the structure of the country’s economic activities so that on the one hand there exists a sophisticated commercial and industrial sector, mainly in the major cities and towns, while on the other hand, the communal areas where the majority of the country’s population lives, remain largely underdeveloped. There is therefore an obvious need to provide an even and widespread basic infrastructure for the economy in this country in order to accelerate the development of productive forces even in areas which the colonial governments neglected perhaps through lack of funds or narrowly defined objectives designed to concentrate on those areas of the economy which could produce maximum profits with relevant case.
